(BEGIN VIDEO CLIP)

BOB FRANKEN, CNN CONGRESSIONAL CORRESPONDENT: FBI agents and D.C. police at this downtown hotel arrested Washington Mayor Marion Barry on narcotics charges.

(END VIDEO CLIP)

FRANKEN: I was at home foolishly believing that I would have a night off when I got called.

(BEGIN VIDEO CLIP)

FRANKEN: Sources say the operation was videotaped by surveillance cameras.

(END VIDEO CLIP)

FRANKEN: And there I went in the middle of the night to this hotel, to this particular area, Logan Circle. It's one of the most dangerous areas of town, populated by hookers, pimps and junkies.

(BEGIN VIDEO CLIP)

FRANKEN: The government says it has a videotape of Barry entering a room at the hotel, asking if there was cocaine available, buying, then smoking the crack cocaine.

(END VIDEO CLIP)

FRANKEN: So there we were doing live reports. Immediately, people came down to watch it. There were a lot of people who were African Americans who, for the most part, were Marion Barry supporters.

(BEGIN VIDEO CLIP)

UNIDENTIFIED MALE: I think he's being targeted because he's a black man.

(END VIDEO CLIP)

FRANKEN: There is a continuing debate among minorities that, in fact, the white power structure selectively seeks them out for prosecution.

MAYOR MARION BARRY, WASHINGTON, D.C.: At no time did I seek any drugs, use any drugs, or have any knowledge of any drugs.

FRANKEN: There was a postscript to this story, and that is, after he went to prison, he came back and, once again, became first a city councilman and mayor again. This is a fascinating man.
