CHARLES BIERBAUER, CNN CORRESPONDENT (voice-over): Beneath the 18-story U.S. Capitol Dome, Ronald Reagan took the oath of office.

RONALD REAGAN, PRESIDENT OF THE UNITED STATES: I, Ronald Reagan, do solemnly swear...

SUPREME COURT CHIEF JUSTICE: ... that I will faithfully execute...

REAGAN: ... that I will faithfully execute the office President of the United States.

(END VIDEO CLIP)

BIERBAUER: It was Ronald Reagan's second inauguration, but it was my first in Washington. And I remember it as being possibly the coldest experience of my life. But I know we started the day up at the National Cathedral, where there was a service. It was very early. It was just bitter.

But what was significant and what was unusual about that inauguration was that the weather was so bad that instead of holding it on the West Front of the Capitol, where all the scaffolding was set up and everything was in readiness and all us who were assigned to outside locations were dreading what we would be going through, they decided it was simply unsafe and unhealthy. And they moved it into the Rotunda of the Capitol.

BIERBAUER (voice-over): But according to the White House spokesman Larry Speaks (ph), the president is disappointed, but did not want the kids out in the cold.

Only a fraction of the 140,000 invited guests was able to squeeze into the Rotunda to hear the president's inaugural address.

BIERBAUER: Thank goodness someone made a wise and bold decision to say: We are going to take this inside.
