ANNOUNCER: Bringing you the world for 20 years, this is CNN.

(BEGIN VIDEOTAPE)

SUSAN ROOK, CNN ANCHOR: A reported rocket attack in Africa has apparently killed the leaders of Burundi and Rwanda. The two men were aboard an aircraft returning from a regional summit in Tanzania. The plane crashed on approach to the airport in Rwanda's capital, Kigali. The deaths are confirmed now by the United Nations officials. Rwandan diplomats charge the plane was shot down, but possible assailants have not yet been identified.

Rwandan President Juvenal Habyarimana was trying to stabilize his country after a three-year civil war among the Hutu and Tutsi tribes. Burundi's Cyprien Ntaryamira was confronting clashes between the same two groups. The rivalry claimed his successor's life last October.

At the U.N. Security Council, there was a moment of silence this evening and words of condolence from the council's president.

Reports from Rwanda describe a state of anarchy with troops and armed gangs engaged in orgies of violence and revenge.

MARC DANIEL GUTEKUNST, U.S. AID WORKER: No laws are any longer respected, and that's what makes this situation especially dangerous.

(END VIDEO CLIP)

ROOK: As many as 11 U.N. soldiers from Belgium have reportedly been executed in tribal violence sweeping the African nation of Rwanda; also reportedly killed Rwanda's acting prime minister and 17 Jesuit priests. Three cabinet officers were reported abducted.
