UNIDENTIFIED CNN ANCHOR: Laurent Kabila has established firm control of the country. As the last government troops lay down their arms, the invading rebels made themselves at home in military camps abandoned by government soldiers.

Earlier, looters were busy in Kinshasa ransacking the homes of both ousted President Mobutu and of his son.

JIM CLANCY. CNN INTERNATIONAL ANCHOR: The biggest change that Laurent Kabila made in Zaire was to change its name to the Democratic Republic of Congo. Laurent Kabila had spent a quarter of a century as a revolutionary in the bush, with little or no success, until, his neighbors Rwanda and Uganda threw their support behind him, and he swiftly took the country and forced Mobutu Sese Seko out of power.

And everyone sensed that it was time for change. The entire country was waiting to see that change. Thus far, there haven't even been elections. The military situation has, if anything, gotten a bit worse. We have seen the diamond mines, the gold minds, the resources of the Democratic Republic of Congo either taken by some of its neighbors, who are now opposed to Laurent Kabila, or squandered by Kabila's own regime. But none of it has yet come back to benefit the people of the Democratic Republic of Congo.
