(BEGIN VIDEOTAPE)

(BEGIN VIDEO CLIP)

LOU WATERS, CNN ANCHOR: Gun shots have been fired in or near the capitol building.

(END VIDEO CLIP)

BOB FRANKEN, CNN CORRESPONDENT: Many of us were a few blocks away covering the Monica Lewinsky matter, when suddenly there was this massive sound of sirens, massive sirens, and followed by calls: Leave where you are, get up the Hill.

And what we found out very quickly of course is that a man, who has been adjudged to be a schizophrenic had shot his way into the Capitol and had killed members of the Capitol police.

(BEGIN VIDEO CLIP)

FRANKEN: It happened about 3:40 this afternoon Eastern time. There were tourists all over the Capitol, this is a heavy tourist season, many of them heard the shots, some of them actually witnessed the event.

(END VIDEO CLIP)

FRANKEN: Of all of the branched of the government, this is the people's branch of government, it is the Congress, it is the legislature. And the Capitol building prides itself on being the most open of the building, which is of course is what caused this man to have relatively easy access.

Move now to the next morning. There was a tremendous sense of grieving. A large area of the Capitol has been closed off. Will they open it to tourists? There was an intense desire on the part of the Capitol police, on the part of the officials there, to do it, to keep up the tradition of openness, and they did. They were incredibly proud of that.
