Bush Introduces His Tax Plan to Congress

LEON HARRIS, CNN ANCHOR: Up in Washington, news there -- President Bush has sent Congress his tax-cut proposal. He marked the occasion with a White House Rose Garden ceremony that you may have seen right here on CNN last hour. You may have also seen the Democrats respond to that proposal this hour; they had their own unique way of doing it.

But now with more on what the president's plan could mean for you, we are joined by CNN's Kate Snow, who's checking in now from Capitol Hill.

Good morning, Kate.

KATE SNOW, CNN CONGRESSIONAL CORRESPONDENT: Well, good morning, Leon.

Indeed, the president's tax plan, about $1.6 trillion over 10 years; it's relief for every American, the president says. It will be across-the-board, adjusting the brackets for everyone -- adjusting tax rates for everyone.

The president's plan due to arrive here on Capitol Hill very shortly. Treasury Secretary Paul O'Neill will be delivering it to Republican leaders from the both the House and the Senate. They're going to have a little ceremony of their own here on Capitol Hill.

President Bush has been talking about the tax plan since Monday. He's been having events every day to tout what he sees as the benefits of this tax plan; the president saying that he thinks the timing is right now; the economy starting to slump. He says now is the best time; he said, we need tax relief now -- in fact, we needed it yesterday -- Leon.
