CHERNOBYL NUCLEAR PLANT, Ukraine, (CNN) -- The hulking remains of Chernobyl's reactor 4, encased in a concrete sarcophagus, are a time bomb waiting to explode, experts say.

At least 31 people died and thousands were evacuated from Chernobyl after the April 26, 1986, fires and explosions resulting from an unauthorized experiment at the plant near Kiev.

Yet right next to reactor 4 are men and women working in reactor 3, which remains operational. The United States and much of the West want the reactor closed.

Correspondent Betsy Aaron reports on the issues that still surround the site of the accident that was the worst in the history of the nuclear power industry.
