Authorities believe four men started out on the same boat and currents, tides and Tropical Storm Fay carried their bodies over 30 miles along the Florida Keys. Sharks and other marine life ravaged the corpses, making identification all but impossible. Were they smugglers? Immigrants seeking a better life? Hapless boaters?
